These are done in programs installed on the computer, Not free ones but it is a pastime of mine so I don't regret buying them. The one used mainly is Xara Photo & Graphic Designer. A program that is good for working with images that are vector or bitmap (photos are bitmap) and even mixing the two types of images together as with this one. The dials are photos set into a vector image,,
