From what I understand, Earl Grey is black tea that is flavored with oil of bergamot (a type of orange). I will post a link to the recipe I used if I can find it.

Regarding the frother...

I don’t own one. You can froth milk without it by placing the milk in a jar with a lid and shaking it for 30-60 seconds. You then heat the milk in the microwave (with metal lid removed from jar). This will produce hot milk on the bottom and froth on top.

You pour the hot milk into the tea mixture and then spoon the froth on top.
